General Manoj Mukund Naravane’s visit to Nepal comes when the relationship between the two countries is a little estranged. Ahead of his three-day visit to Nepal starting Wednesday, Indian Army chief General M M Naravane said it will go a long way in strengthening a relationship that both armies cherish. He will be meeting Nepal Prime Minister K P Sharma Oli, and will also call on President Bidhya Devi Bhandari.
The President of Nepal Bidya Devi Bhandari will also confer General of the Nepal Army’s honorary rank to the Indian Army Chief during a special function at Rashtrapati Bhavan on the second day of General Naravane’s visit to Nepal. General Naravane will also meet the President separately. The same night, a dinner will be served by the Army Chief of Nepal in his honor. On the last day of his visit, General Naravane will meet Nepal Prime Minister and Defence Minister KP Sharma Oli at his residence.
This is the second visit of the Army Chief outside the country amidst the pandemic. In October, he had visited Myanmar along with Foreign Secretary Harsh Shringla, in a high profile visit that saw the focus on defense ties and how to jointly deal with the COVID-19 pandemic.
Recently, Nepal objected to the 80 km long road built by India from Lipulekh to Dharchula in the state of Uttarakhand. Nepal had objected to this, describing these areas as part of their country. Not only this but the Parliament of Nepal also duly passed a map showing Limpiyadhura as part of Nepal with the script, Kalapani. This is not just a token, but General Naravane can strengthen relations between the two armies and the two governments at the diplomatic level. This visit is significant amid the Indo-Nepal border dispute and China’s perceived pressure on Nepal.
On May 15, General Naravane suggested that Nepal might be raising the issue of Indian road construction via Lipulekh to Mansarovar at the “behest of someone else”. Nepal reacted furiously, and ties were severely strained. Of late, the two countries have been trying to repair ties, and General Naravane’s visit will be closely followed.
India’s Statement on Visit:
In the Statement, General Manoj Mukund Naravane Said: I am delighted to be visiting Nepal on their kind invitation and to meet my counterpart General Purna Chandra Thapa, Chief of the Army Staff of the Nepali Army. A visit to Kathmandu is also significant since it comes after months of tension between the two countries following protests in Nepal over the boundary dispute. His comment this summer that Nepal was acting at the “behest of someone else an oblique reference to China and also complicated relations.
Naveen Kumar, the spokesperson for the Indian Embassy in Nepal, said General Naravane’s visit would deepen the “long-standing and customary bonds of friendship between the two armies” and “will provide an opportunity for both sides to discuss the bilateral defense partnership and explore avenues to further strengthen it for mutual benefit”.
India’s decision to send the Army Chief to Nepal is seen as part of a larger exercise by New Delhi to rejuvenate relations with Myanmar, the Maldives, Bangladesh, Sri Lanka, Bhutan and Afghanistan in the wake of greater efforts by China to expand its influence in the region.
It will be the first high-level visit from India to Kathmandu since the ties between the two neighbours came under strain after the Nepal came up with a new political map in May claiming several areas in Uttarakhand to be part of its territory.
Nepal Army’s Chief Statement:
The Nepali Army believes that the exchange of such high-level visits and the continuation of tradition helps in strengthening relations between the two armies, contributing to enhancing the relationship between the two countries.
